About The Event
The Maritime Cybersecurity Centre of Excellence of the Maritime University of Constanta is proud to organise the Cyber ETEE Summer School’s 4th edition, continuing under the prestigious auspices of the European Defence and Security College. The 2025 edition, themed “Advancing Europe’s Cyber Resilience: Navigating the New Frontiers of Cybersecurity in a Highly Digitalised World,” focuses on elevating Europe’s stance in cybersecurity within the global arena through training and education.
This premier event is an immersive platform for education, training, exercise, and evaluation (ETEE) within the spheres of cybersecurity, geopolitics, diplomacy, and intelligence. It is tailored to unite a diverse cohort of professionals, renowned experts, and academic figures to dissect and discuss Europe’s digital sovereignty and the nuanced cyber geopolitical landscape.
The summer school acts as a vessel for analysing and addressing the intricate challenges and opportunities presented by the rapidly evolving digital domain. It is poised to have a strategic impact on enhancing Europe’s cybersecurity capabilities.
Attendees will be involved in a robust curriculum encompassing a rich array of lectures and hands-on workshops. These sessions are crafted to deepen participants’ insights into an array of pivotal cyber issues, including the dynamics of EU cybersecurity policy, fostering resilience against prominent cyber threats, the intricacies of international cyber diplomacy and cyber deterrence, and the cultivation of cyber resilience through an inclusive multi-stakeholder strategy.
A significant part of the dialogue will revolve around reconciling the dual imperatives of surveillance and the safeguarding of privacy, as well as leveraging avant-garde technologies to underpin next-wave cybersecurity measures.
The Cyber ETEE Summer School sets out to foster a multi-disciplinary, collaborative ethos in tackling cybersecurity challenges. It aspires to catalyse knowledge transfer, enhance skill sets, and broaden professional networks among attendees. This endeavour is intrinsically aligned with Europe’s overarching strategic objective—to affirm its digital autonomy and bolster its defence mechanisms in the face of expanding cyber threats.

About The Event Organiser
The Maritime Cybersecurity Centre of Excellence is a leading provider of cybersecurity services and solutions for the maritime industry. MARCYSCOE mission is to enhance the cyber security resilience of the maritime sector through innovative research, expert advice, training, and education.
MARCYSCOE provides a wide range of cybersecurity services to public and private organisations in the maritime industry, including vulnerability assessments, penetration testing, incident response, and compliance assessments. MARCYSCOE experts bring together extensive experience and knowledge of the maritime industry and cybersecurity best practices.

They work closely with the university’s faculty and students to develop and deliver cutting-edge research and education programs that address the maritime sector’s complex cybersecurity challenges.
MARCYSCOE also collaborate with industry partners, governmental agencies, and other organisations to promote cybersecurity awareness, knowledge-sharing, and innovation in the maritime industry
