About The Course

The Maritime Cybersecurity Course is organised by
the Maritime Cybersecurity Centre of Excellence of the Constanta Maritime University
under the aegis of the European Security and Defence College

An essential three-day programme hosted by the Maritime Cybersecurity Centre of Excellence at the Constanta Maritime University. This comprehensive course is meticulously designed to equip participants with an in-depth understanding and practical skills in maritime cybersecurity, particularly within the EU context. Over the course of three days, participants will be immersed in a diverse range of topics, including the complexities of EU maritime cybersecurity policies, cutting-edge technological tools, and strategies for cyber threat identification and management.

Through a blend of expert-led classes, interactive workshops, and real-world case studies, this program aims to enhance participants capability to identify, analyse, and respond to evolving cybersecurity challenges in the maritime sector.

Programme Director

Gabriel Raicu

Rector, Maritime University of Constanta

President, Maritime Cybersecurity Centre of Excellence

Prof Gabriel Raicu is Rector of the Maritime University of Constanta (CMU). He spearheaded the creation of the first-ever maritime cybersecurity simulator and was instrumental in establishing the inaugural maritime sectoral CSIRT. Annually, in collaboration with the European Security and Defense College, he coordinates the BSCySeC#X conference series and the Cyber ETEE Summer School.
Prof Raicu holds a master’s degree in maritime engineering and a doctoral degree in cybernetics. His work in the domains of  cybersecurity early warning with applications in the energy industry,  the protection of critical maritime infrastructures, and developing cybersecurity infrastructures and logistics has been influential.

In addition to these responsibilities, he is the vice president of the Cybersecurity Cluster of Excellence (CYSCOE), an organisation that brings together businesses, public authorities, and academia to promote cybersecurity’s development and societal integration. Furthermore, he maintains leadership roles in a range of national and international cybersecurity organisations.

Dr Dimitrios Baltatzis

Dimitris Baltatzis received his PhD from the Faculty of Engineering of Aristotle University of Thessaloniki (2012), a  MSc. in Computer Science from University of Goteborg, Sweden (1990) and BSc. from the Department of Mathematics of Aristotle University (1986)

He taught numerous topics related to computer security and programming in: Aristotle University of Thessaloniki Faculty of Engineering Department of Electrical and Computer Engineering, Information Security, MSc Interdepartmental / Interdisciplinary Postgraduate Program on Advanced Computer and Communication Systems – Electronic Payment and Security, Faculty of Medicine, Msc – Medical Information Systems Security, National and Kapodistrian University of Athens –MSc Medical Information Systems Security et al

His research has been focused on Information Security models, Cybersecurity and mostly on Digital Forensics and Intrusion detection models.

He currently serves as a Faculty Member of the School of Science and Technology in International Hellenic University (IHU), Thessaloniki, Greece.

He is the author of several papers in scientific journals and conference proceedings.
