The "Advanced Cyber Range Training for Maritime Cyber Resilience" Course

is organised by the Maritime Cybersecurity Centre of Excellence of the Constanta Maritime University

under the aegis of the European Security and Defence College

This is an intensive four-day course to provide participants with the expertise required to tackle the evolving challenges in maritime cybersecurity. Held at Constanța Maritime University, the course blends theoretical knowledge with practical, hands-on exercises to address the unique cybersecurity demands of maritime industry.

The curriculum covers essential topics, including the maritime threat landscape, defensive and offensive strategies, and principles of cyber resilience. Participants will engage in interactive workshops using advanced cyber range platforms to gain practical experience in threat modelling, incident response, and red teaming. Key focus areas include mitigating vulnerabilities in IT and OT systems, protecting autonomous maritime systems, and countering APTs. Emerging technologies such as AI, IoT, and quantum-safe cryptography are explored to enhance maritime cybersecurity capabilities.

Strategically, the programme underscores the importance of collaboration, featuring cross-sector cyber crisis management simulations and discussions on building public-private partnerships and regional resilience networks. By combining technical training with strategic insights, participants will be well-equipped to develop comprehensive cyber resilience frameworks for the maritime domain.

ESDC Training Manager at the CYBER ETEE Platform

Prof Gabriel Raicu is Rector of the Constanta Maritime University (CMU). He spearheaded the creation of the first-ever maritime cybersecurity simulator and was instrumental in establishing the inaugural maritime sectoral CSIRT. Annually, in collaboration with the European Security and Defense College, he coordinates the BSCySeC#X conference series and the Cyber ETEE Summer School.
Prof Raicu holds a master’s degree in maritime engineering and a doctoral degree in cybernetics. His work in the domains of  cybersecurity early warning with applications in the energy industry,  the protection of critical maritime infrastructures, and developing cybersecurity infrastructures and logistics has been influential.

In addition to these responsibilities, he is the vice president of the Cybersecurity Cluster of Excellence (CYSCOE), an organisation that brings together businesses, public authorities, and academia to promote cybersecurity’s development and societal integration. Furthermore, he maintains leadership roles in a range of national and international cybersecurity organisations.

Jerzy SYPEK (Ph.D.) is Training Manager at the ESDC, at the Cyber Education, Training, Exercise and Evaluation Platform (CYBER ETEE ESDC Platform).

Jerzy is seconded national expert (SNE) from the Polish Armed Forces (the CST CoE in Warsaw).  He graduated from the MUT Warsaw with a PhD in thermodynamics and a postgraduate degree in cybersecurity management.
